It depends on what kind of websites you want to create...
I think that Macromedia Dreamweaver 8 is very good one, but it isn't cheap.
There are also many free tools but I've not used them for a long time, dont know which one is the best now.

To create my own homepage I just use Notepad2.

In work we create www pages based on JSP, Java Servlets, Hibernate (if the page is for using database - for example as an database interface) or in Dreamweaver (if it is just html/xhtml).
